Pomona Launches Universal Income Program to Aid Residents

The city of Pomona is initiating a universal income pilot project targeting 600 residents. Named the Pomona Household Universal Grant Program (HUG), this initiative involves selecting participants through a lottery.

Participants will be divided into two distinct groups:

  1. Paid Group:
    • Comprises 250 residents.
    • Will receive a monthly sum of $500.
    • Duration: 18 months.
  2. Control Group:
    • Consists of 350 residents.
    • Will receive a monthly sum of $20.
    • Duration: 18 months.

Eligibility Criteria

Applicants must:

  • Reside in Pomona when applying.
  • Be 18 or older at the time of application.
  • Be a parent or legal guardian of a child under 4 years old.
  • Meet at least one of the ARPA qualifiers listed in detail on the application page.
  • Consent to a research study by UCLA.

Research Component

The University of California, Los Angeles will conduct a study to evaluate the influence of income-based grants on the participants. This study is supported by the Conrad N. Hilton Foundation.

    • Conducted by UCLA.
    • Each completed survey awards an extra $50.
  • Support Services:
    • Financial coaching.
    • Parenting and career counseling.
    • Benefits counseling through Los Angeles County services.

Application Process and Timeline

  • Online applications: Open from June 17 through July 8 at 11 p.m. PST.
  • Lottery Date: July 10.
  • First Payments: Issued on August 26 via reloadable debit cards.
